Leads the Housing Office operations to meet the PWS, ASG-KU Housing Policy and SOP requirements to providing billeting support to ASG-KU during normal duty hours or after during duty hours hrs in absence of the Supervisor, to include supervision of up to twenty-five employees in the mission of data inputs, conducting issue / clearance inspections of Billets / PCB’s / BA’s / Trailers to PCS, TCS, TDY, R&R transient servicemembers, DOD / DA civilians, and USG sponsored contractors.
Major Job Activities
Coordinate with the Civilian Personnel Office (CPO), ASG-KU Protocol, Executive Service Bureau (ESB), Department of Army Civilian (DAC) Off-Post Housing, COR, NCOIC, Housing Point of Contacts (POC’S), ASG-KU Staff and other tenant units for arrivals and departures of PCS, TCS, TDY, and R&R personnel during normal or after duty hours.
Prioritizes assignments IAW AR -, Housing SOP, and ASG-KU Camp (s) local policies and procedures based on the availability of billets / furnishings.
Inspects all assignment packets prepared during the normal duty hours for accuracy and completeness prior to staff performing data inputs.
Maintain records of the status of assigned and available billeting for each rank or grade of personnel for each housing area.
Provides quality control checks of all Local database inputs and reports prepared by Housing staff on duty to ensure accuracy and completeness prior to publishing and distribution.
Verifies updates of housing assignment (billeting locator) list nightly prior to publishing.
Utilize Common Access Card (CAC) to communicate via Military NIPR Enterprise Email with Housing POC’s, Sponsors, ESB, ASG-KU Housing OIC / NCOIC, to receive billeting requests, military orders, and other unclassified information regarding reservations, assignments or terminations, and distribute to the appropriate sections for processing.
Ensures all billeting requests have been responded to by Housing Coordinators with reservation numbers sections not having CAC access, have required hard copy documents to process for reservation, assignment, or termination.
Reviews work in progress to ensure accurate results and to assess quality and quantity produced by employees.
Oversees and assists in cleaning of DVQ and VIP rooms when back to back reservations occur / Arranges escorts for cleaning / maintenance personnel and maintains positive key control on primary access keys for all billets under the control of ASG-KU.
Familiarizes self and subordinate staff with the procedures for issuing / receiving linen and room keys and assists with issuing in absence of Key Room staff and Furnishing staff.
Assists the Supervisor in the development, counseling, and training of shift employees; makes recommendations to work scheduling to ensure adequate coverage to meet PWS requirements -days a week after duty hours;
coordinates with the Supervisors for additional resources required to accomplish mission.
Takes charge and provides direction to nightshift on preparation, assignment, terminations, and joint inventories of Permanent, Semi-permanent and transient billeting.
Point of contact to handle situational issues, or emergencies that would require a level of leadership and experience in the absence of the Supervisor, and informs all Housing Military and Contractor staff on issues requiring immediate attention.
Single point of contact for receiving and submitting HVAC, Electrical, Carpentry and Plumbing Work Orders to the DPW Work Order Reception Desk after duty hours, nights a week and tracks status of open work orders submitted by Housing while on shift.
Provides answers to residents / guests regarding DPW services, pest control, laundry facilities, waste collection, cable service, telephone service, fire safety and other housing-related queries.
Directs on-the-job training and cross training for Housing employees.
Assists with and prepares for inspections and responds to Contracting Officer Representative (COR) and Housing NCOIC requests through the Supervisor and the Manager.
Insures staff compliance with the Housing Performance Work Statement (PWS), and the Vectrus KBOSSS Policies and Standard Practices (P&SP’s).
Establishes and continually enforces a positive safety culture throughout the Housing operations.
Adjusts schedule as necessary (subject to swing shift) and cross train to assist other sections in the Housing Branch, or other Community Service Departments (CSD) when short staffed or when mission surge occurs.
Must be willing to work on holidays, short notices, all shifts, overtime and be assigned to any Housing location in Kuwait.
Vacation scheduling will also be dictated by mission requirements.
Performs other duties as assigned.
Material & Equipment Directly Used
Non-tactical vehicles, Computer, laptops, scanners, printers, faxes, other network equipment and other general office equipment.
Work is generally conducted in an office environment. However, duties may occasionally involve working outside with a potential exposure to extreme temperatures.
Employee use of personal protective equipment (PPE) is required for some situations. PPE includes but is not limited to head, foot, torso, respiratory, vision, and hearing protective devices.
Work may require intermittent lifting up lbs, stooping, bending, climbing, prolonged standing, prolonged sitting, viewing of computer monitors for long periods of time, and working with or in areas where a potential could exist for physical exposure to extreme dust and temperature up to F+ degrees, chemical or biological agents.
Education / Certifications : One year related experience may be substituted for one year of education, if degree is required.
High School diploma is required.
A valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's license and Kuwait Driver’s License.
Must be able to obtain Common Access Card (CAC).
Approximately years of hotel / housing experience with at least year of reservation / scheduling experience.
Preferably familiar with U.S. Army Protocol or DPW Housing operations.
year of similar day / nightshift responsibilities are preferred.
Previous leadership experience.
Must have + years of customer service experience.
Must also be fluent in spoken and written English. Must have a good command of military rank structure. Preferably familiar with related US Army regulation and pamphlets.
Must be proficient in intermediate level MS Office software applications such as Word, Excel, Access and Power point.
Must be flexible and have excellent interpersonal skills. Must be able to recognize and quickly resolve customer issues, lead night shift personnel, and work independently with little or no supervision.
Must be able to handle multiple tasks at any given time.
Must be able to demonstrate strong leadership and influencing skills.
Ability to speak conversational Arabic or Hindi to communicate with emergency service technicians is a plus.
Supervisory / Budget Responsibilities
Will have direct oversight of Housing Coordinators, Housing Specialists, and Housing Associates.
