POSITION SUMMARY

Specialist is responsible for assignment, termination of residents, and control of billeting facilities. Exhibits superior workmanship and focuses upon a quality end product.

Follows Standard Operating Procedures (SOPs) and Performance Work Statement (PWS) to ensure all tasks are accomplished safely, with a focus upon quality, and compliance.

Ensures personnel complete all tasks in accordance with the Community Services Department Safety Policy and K-BOSSS Environmental, Safety & Health directives.

Maintains Unclassified Assignment lists and tracks reservations lists. Escorts Foreign National (FN) Personnel preparing or conducting maintenance services in the DVQ’s, or other Housing / Billeting areas. MAJOR JOB ACTIVITIES :

  • Coordinates, schedules billeting assignments and prepares billeting assignments for all U.S. Military / DoD personnel and other tenant units for arrivals and departures of PCS, TCS, TDY, and individuals or units redeploying.
  • Conduct briefings to incoming or outgoing units or individuals as necessary.
  • Performs Pre-occupation Checks to prepare billet rooms, bays, and tents for occupancy.
  • Identify needed billet / facility repairs / receives work orders requests from occupants and submits to the DPW Work Order Reception Desk 24hrs / 7 day a week as necessary and tracks status of open work orders submitted by Housing until completion.
  • Fills out and completes assignment packets accurately during duty hours and performs data inputs as necessary.
  • Maintain records of the status of assigned and available billeting for each rank or grade of personnel for each housing area.
  • Prioritizes assignments IAW AR 420-1, ASG-KU Camp, or AMC local policies and procedures based on the availability of billets / furnishings.
  • Prepares daily, weekly, monthly and quarterly reports for the housing operations, and submits to supervisor and manager.
  • Assists coworkers in the preparation or cleaning of billets rooms and bays as required by the PWS or SOP / escorts maintenance personnel to conduct required repairs and maintains positive key control on all primary access keys for the billets facilities.
  • Perform duties as needed for carpet cleaning services by performing a variety of tasks which may include, but is not limited to, moving or setting up furniture, vacuuming, sweeping, dust mopping, shampooing, scrubbing, cleaning of carpets, rugs, baseboards, sand removal from carpet and floors, mopping or waxing floors, cleaning and polishing windows, and other miscellaneous cleanup.
  • Coordinate as needed with Housing staff and occupants for carpet cleaning appointments and perform carpet cleaning and shampooing services on each room from start to finish within 72 hours.
  • Responds as necessary with the Housing team to on-call requests for carpet cleaning or general custodial care as unforeseen emergencies occur, or as requested by the U.S. Government.
  • Reports to the Housing Lead, or Supervisor on the condition of area to be cleaned and make recommendations on the method of cleaning required or life cycle replacement as necessary.
  • Reports the frequency of carpet cleaning and assists with tracking to ensure that each carpeted area is shampooed and cleaned at a minimum of every three years.
  • Inspect all equipment related to the primary duties to ensure equipment is serviceable and report any deficiencies to the Supervisor for any items that require repair or replacement.
  • In-process and out process customers; performs joint issue, pre and final clearance inspections to include property inventory, configuration correctness and cleanliness.
  • Prepare dirty linen and towels for laundry service and pick up clean linen from Laundry point and maintain an adequate amount of linen, toiletries, bottle water, and cleaning supplies on hand to meet the daily needs for room preparation.
  • Issues and receives room keys; maintains positive key control system; provides assistance in gaining access to quarters of locked out individuals.
  • Maintains records of the status of assigned and available billeting for each type of billeting category and provide updates as changes occur.
  • Provides answers to residents / guests regarding DPW services, pest control, laundry facilities, waste collection, cable service, telephone service, fire safety and other housing-related queries.
  • Complies with the Housing Performance Work Statement (PWS), and the Vectrus KBOSSS Policies and Standard Practices (P&SP’s).
  • Follows direction of responsible Supervisor, or Lead and provide feedback on accomplished tasks or updates as required.
  • Follows and embraces a positive safety culture throughout the Housing operations.
  • Adjusts schedule as necessary (subject to swing shift) and cross train to assist other sections in the Housing Branch, or other Community Service Departments (CSD) when short staffed or when mission surge occurs
  • Must be willing to work on holidays, short notices, all shifts, overtime and assigned to any Housing location in Kuwait.
  • Vacation scheduling will also be dictated by mission requirements.

  • Performs other duties as assigned.
  • MATERIAL & EQUIPMENT DIRECTLY USED :

  • Personal computer, printers, calculator, copy machines, scanners, FAX machines, phones, and other general office equipment.
  • Carpet shampooers, carpet extractors, vacuum cleaners, floor fans, floor polishers, brooms, and mops.
  • Operates non-tactical standard and automatic transmission vehicles (i.e., Pick-up Truck, Cargo Van, and sedan) as required.
  • WORKING ENVIRONMENT : Work is generally conducted in an office or indoor environment. However, duties may occasionally involve working outside with a potential exposure to extreme temperatures.

    Employee use of personal protective equipment (PPE) is required for some situations. PPE includes but is not limited to head, foot, torso, respiratory, vision, and hearing protective devices.

    PHYSICAL ACTIVITIES : Work may require intermittent lifting from 25 to 50 lbs, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for physical exposure to extreme dust and temperature up to 130F+ degrees, chemical or biological agents.

    Qualifications

    MINIMUM QUALIFICATIONS : Education / Certifications : One year related experience may be substituted for one year of education, if degree is required.

  • High School diploma is required.
  • Must possess and maintain a valid driver’s license from country of origin for the purpose of obtaining and maintaining a valid Military or Kuwait Driver’s License.
  • The ability to acquire and maintain a Smart Card.
  • Experience :

  • Approximately two (2) years of hotel / housing experience with at least 1 year of reservation / scheduling experience.
  • Training in custodial services use with Carpet Shampooers, Carpet Extractors is preferred.
  • Familiarized with safety training on proper handling of linen, blood borne pathogens, and bed bugs is preferred.
  • Familiar with U.S. Army Protocol or DPW Housing operations.
  • Must have 2+ years of customer service experience.
  • Skills :

  • Must also be fluent in spoken and written English. Must have a good command of military rank structure. Preferably familiar with related US Army regulation and pamphlets.
  • Must be proficient in intermediate level MS Office software applications such as Word, Excel, Access and Power point.
  • Must be flexible and have demonstrated excellent interpersonal skills, as outstanding customer service is paramount to the Housing / Billeting Operations.
  • Must be able to work independently with little supervision.
