TheSite Manager (SM) is responsible for meeting the Contractor’s workrequirements, including scheduling of personnel, work supervision and qualitycontrol for a mission essential base operating support services.

The SM shallhave full authority to act for the Contractor on all matters relating to thedaily operation of this task order.

Services provided shall include operations,maintenance and repair of power production services, electrical services, HVAC,locksmith services, structural services, utility services, pest managementservices, heavy equipment / operator services, water systems and fuel systems,refuse, recyclable and hazardous waste collection, removal and storageservices, portable toilets, septic and sanitary services, bottle and bulk waterdelivery and distribution, street and perimeter lighting and light carts, coldstorage, fire protection, detection, alarm and suppression services, vehiclemanagement, maintenance and materiel control, ground transportation, aircraft fuelsupport and fuel systems, vehicle refueling and supply management as specifiedin the Performance Work Statement.

The SM is responsible for direct oversightof the successful performance of key subcontracts put in place to supportcontract requirements. MAJOR JOB ACTIVITIES :

Responsible for the overall management, execution,and personnel supervision of the base operating support functions as describedin the Performance Work Statement.

Shall be located on site at all times duringstandard duty hours to oversee and perform all contracted operations.

Responsible for communicating and upholding companystandards, leading by example, working as a team and providing clean, friendlyand well-maintained work centers.

Responsible for establishing and maintaining acomprehensive quality and safety program in compliance with OSHA, Vectrus, andUnited States Air Force (USAF) requirements.

Responsible for maintaining a safe, clean,sanitary, healthy, presentable, professional atmosphere, free of dust, clutterand trash in all working facilities and areas.

Responsible for establishing and maintaining acomprehensive, flexible, and properly documented training program.

Responsible for successful implementation of allcontractual matters and CDRL reports at designated site / location in conjunctionwith the Program Management Office Task Order Manager.

Shall meet with the contracting officer, contractadministrator, government’s quality assurance person and other governmentpersonnel as deemed necessary.

Responsible for proper utilization and safeguardingof all government and contractor provided property (e.g., to include governmentfacilities, equipment and tools).

Managesubcontracts put in place to support contract requirements and monitor OCNlabor as needed in accordance with AFCENTI 32-1002.

Responsiblefor precise execution of company time reporting procedures and accuratecompletion of timesheet.

Performsother duties as assigned.

  • MATERIAL & EQUIPMENTDIRECTLY USED : May be exposed to potentially hazardous conditionsthat require wear of hard hats, gloves, steel toed boots, hearing protection,safety glasses and other personal protection equipment (PPE);
  • may be requiredto push, pull and lift heavy equipment. Use of cell phones to maintain contactand accountability of work activities.

    WORKING ENVIRONMENT : Work will be indoors and outdoors. Exposure toheat, cold, dust, noise, chemicals may occur. Overtime and shift work may berequired depending on contractual needs.

    Employee must comply with all Federal, State and Local regulations andpublished Company work rules as well as written instructions.

    Task specificwork environment training will be provided as required . Must be prepared to function in a wartime environment to supportU.

    S. interests. 100% Overseas Assignment. PHYSICAL ACTIVITIES : Physical requirements may include lifting up to 50lb,climbing, extended sitting, or standing, stooping, stretching, andbending.



    Education / Certifications : One year related experience may be substituted forone year of education, if degree is required.

    Must have a High School diploma or equivalent,Bachelor Degree preferred.

    Must havea current, valid U. S. Passport and U. S. Driver’s License.

    Musthave an international driver's license and capability of obtaining an Air Forceflight line driver’s license

    Musthave and maintain a valid U. S. SECRET Security Clearance prior to deployment.

    Mustbe able to read, write, speak and understand English fluently.

    Mustbe able to pass employment and deployment qualification requirements thatinclude psychological, medical, dental, drug testing, background checks, etc.

    Candidates must successfully complete both onlineand hands on CBRN (chemical, biological, radiological and nuclear) defensetraining.

    Training includes the successful fit testing of DoD providedprotective gear.

    Experience :

    A minimum of ten years of experience managing baseoperations support. Must be capable of managing a diverse workforce. Managementexperience to include : supervision of employees, completed required reports,and dealing professionally with the customer.

    Skills :

    Excellent communication, analytical, projectmanagement and supervisory skills.

    Must be skilled with Microsoft programs such asExcel, Word, and Power Point.

    Ableand willing to work periods of long hours to meet mission requirements

    Military experience in a contingency environmentand knowledge and experience working with government contracts preferred.
