POSITION SUMMARY :
The Telecommunications Engineer will have visibility and oversight of thetelecommunication systems, telecommunications requirements and projects for theBranch.
Requires expert level knowledgeof telecommunication systems and hardware. Responsible for design of small tomedium telecommunication networks consisting of Microwave, fiber optics, PBX’s,LAN’s, encryption etc.
They will beresponsible for assisting with vendor selection, working with vendors to obtainquotations and responding to the requests for proposals (RFP) by developingtechnical documentation, graphical art work and material lists as required forthe RFP.
The applicant should have a wide knowledge of varioustelecommunication products and vendors. Provide support and consulting tointernal customers on voice communications related issues and services such asadds / moves / changes to existing communication networks.
Extensive contact willbe required with external service providers of microwave, power, fiber opticand other communication vendors.
Somedomestic as well as international travel may be required.
MAJOR JOB ACTIVITIES :
1.OSP / ISPProject Management, Quality Control and Final Testing for all branchinitiatives. (25%)
2.OSP / ISPprovision and maintenance of design drawings. (15%)
3.Conductsproposed project site surveys. (10%)
4.Providesproposed project cost estimates, recommendations and design. (10%)
5.Responsiblefor design of small to medium telecommunication networks consisting ofMicrowave, fiber optics, PBX’s LAN’s, encryption etc. (10%)
6.Responsiblefor vendor selection, working with vendors to obtain quotations and respondingto the Requests for Proposals (RFP) by developing technical documentation,graphical art work and material lists as required for the RFP. (10%)
7.Providesupport and consulting to internal customers on voice communications relatedissues and services such as adds / moves / changes to existing communicationsnetworks. (5%)
8.Maintaina wide knowledge of various telecommunication products and vendors. (5%)
9.Extensivecontact will be required with external service providers of Microwave, Power,Fiber Optic and other communication vendors. (5%)
10.Perform other duties andassignments as required. (5%)
MATERIAL & EQUIPMENTDIRECTLY USED :
Computer,printer, network equipment and other general office equipment.
WORKING ENVIRONMENT :
Work is generally conductedin a work center administrative environment. However, duties may occasionallyinvolve working outside with a potential exposure to extreme temperatures.
Employee use of personal protective equipment (PPE) in certain areas isrequired. Such PPE includes but is not limited to head, foot, hand,torso, respiratory, vision and hearing protective devices.
Normal workweek is 48 hours, but may be required to work overtime.
PHYSICAL ACTIVITIES :
May be required to lift, climb, extended sitting or standing, or otherphysical efforts that are normally required. In addition, visual acuity,hearing and speaking requirements are required.
MINIMUM QUALIFICATIONS : Education / Certifications :

1.College, degree or equivalent experience
2.Must be a U.S. Citizen.
3.Must have valid Secret Clearance.
4.Meets requirements outlined in AR 25-2 for NIPRNETaccess.
5.DOD Information Assurance Awareness Training ( https : / / ia.gordon.army.mil / dodiaa / ).
6.BICSI Information Transport System (ITS) Technicianor equivalent training.
1.1-3 Years’ experience as a Telecommunications Engineer.
2.Proven work experience in the telecommunicationfield, installing, trouble shooting, repair, splicing, terminating and sitesurveys.
1.Capable of effectively communicating technicalinformation in English, both written and verbal.
2.Knowledgeable in the use of power tools and testequipment.
3.Knowledgeable in reading drawing and understandingthe communication installation process.
4.Knowledgeable to act on unique or recurring telecommunicationsproblems.
SUPERVISORY / BUDGETRESPONSIBILITIES :
Will have oversight of designated projects andpersonnel in the section.
