POSITION SUMMARY :
Underthe direction of the Senior Director, Public Works, responsible for facilitiesengineering, maintenance, operations, and application of quality managementprograms to Public Works Project activities.
The Public Works Director - Projects is responsiblefor strategic planning and execution of projects assigned by the U.S. Governmentwithin the Area Support Group-
Kuwait (ASG-KU) area of responsibility (AOR).The sole administrator of the Public WorksProjects Program, having authority and responsibility for ensuring performanceobjectives and standards are met throughout the program.
The Public Works Director - Projects must be capableof managing competing demands involving multiple projects ensuring effectiveexecution while developing long-
term plans for future requirements.
MAJOR JOB ACTIVITIES :
1.Responsible for managing day-to-day projectactivities involved with directing engineering, design, construction, andmaintenance services for existing and new infrastructure.
Services include designing, engineering,constructing, and managing construction Subcontractors for new permanent andtemporary facilities in Kuwait, as well as remodeling and maintaining existingstructures.
2.Ensures both prime and Subcontractors abide by program,contractual, and industrial standards / best practices, where required, whichmeet the requirements of the contract.
3.Provides safe work environments for Employees,Visitors, and Customers.
4.Provides and directs engineering, design,construction, and maintenance services for existing and new infrastructure.
5.Maintains and revises the various StandardOperating Procedures (SOPs), Work Instructions (WIs), Manuals, andPublications.
6.Provides oversight of data administration withsubordinate activities, to include timely and accurate submission of reports, contractdeliverables (CDRLs), and other contract-required documentation.
7.Reviews various fiscal reports for accuracy andmanages the budget for adherence to the annual program plan.
8.Ensures that the Public Works Projects organizationmeets all contractual obligations in a manner that meets or exceeds the Client’sneeds and expectations.
9.Ensures the Public Works Projects organizationproperly receives, responds to, executes, and concludes all facility modificationrequests, and any other requests for special work, including identifying workbeing requested, defining the work scope, and / or identifying and receiving anyrequired approvals for such work.
10.Ensuresall Public Works Projects activities are performed in accordance with allapplicable laws, regulations, standards, and codes imposed by the U.
S.Government and all applicable agreements with the Government of Kuwait.
11.Developsand supports achievement of performance metrics for Public Works Projects activities. Reviews Programs and Projects withsubordinates to ensure high degree of achievement.
12.Communicatesprofessionally, both orally and in writing, with ASG-KU Leadership, seniormanagement, and subordinates to relay information, including, but not limitedto, reports to the Client (ASG-
KU), Subcontractors, staff meetings, performanceappraisals, job requirements, infrastructure metrics, Projects, quality standardprocedures, and safety practices.
13.Overseesthe establishment of programs to meet normal and contingency missionrequirements. Directly monitors andcontrols programs as needed.
14.Performsother duties as required.
MATERIAL & EQUIPMENTDIRECTLY USED :
Personal computer, printers, calculator, copymachine, phone, and other general office equipment. Operates non-tacticalvehicles as required.
WORKING ENVIRONMENT :
Work is generally conducted in an officeenvironment.However, duties mayoccasionally involve working outside with a potential exposure to extremetemperatures.
Employee use of personalprotective equipment (PPE) is required for some situations.PPE includes, but is not limited to, head,foot, torso, respiratory, vision, and hearing protective devices.
Must comply with all Fire and SafetyRegulations and installation policies.
PHYSICAL ACTIVITIES :
Work may require heavy lifting up, stooping,climbing, prolonged standing, prolonged sitting, and working with or in areaswhere a potential could exist for exposure to physical, chemical or biologicalagents.
MINIMUM QUALIFICATIONS :
Education / Certifications : One year related experience may be substituted forone year of education, if degree is required.
Bachelor's degree in Engineering,Construction Management
or related field; Project Management Professional (PMP) Certification, or LSS Black Belt / Green Belt Certification is highly desirable.
Ten(10) years’ experience in project or construction management with personnelresponsibilities, detailed planning development, and execution of multipleprojects simultaneously.
Experience in amilitary operational environments desired.Experience with Microsoft Projects Applicationdesired.Experience with Maximo®Enterprise Asset Management (EAM) System is a plus.

a.Project Management Principles and Methodology.

c.Project Management Software e.g., MS Project,Maximo®, and Primavera.
d.Project Management Tools : Work Breakdown Structure(WBS), Gantt Charts, Resource Matrix, Risk Register, etc.
SUPERVISORY / BUDGETRESPONSIBILITIES :
Willhave direct oversight of the Public Works Projects Team.
