POSITION SUMMARY : *

Responsible for contract management / administration activitiesfor all assigned contract actions supported by Regional Service Center, Kuwait.

Manages one or more major multi-milliondollar contracts.Serves as the primarypoint of contact for all contractual communications with the customer, DCMAO,DCAA audit, and Corporate Contracts and / or Legal Department.

Is responsible for all oral and writtenrepresentations regarding assigned contract matters.

  • MAJOR JOB ACTIVITIES : *
  • 1.Providesday-to-day oversight and supervision of the preparation, execution,interpretation, and administration of contracts consistent with contract termsand conditions, Federal laws and regulations, and corporate policies andprocedures.

    2.Managescontract modifications, proposals, and negotiations.May serve as the lead company representativein contract negotiations.

    Negotiatescost and contract terms with the customer.Insures that negotiations are successfully concluded.

    3.Ensures that proposal plans andapproaches of the Technical / Management and Cost Volumes of proposals meet thecontractual requirements of the RFP, Federal Acquisition Regulations (FAR) andCost Accounting Standards (CAS).

  • 4.Coordinateswith the Proposal Manager or ContractsOperations Director to define cost formats, formulations and summaries;
  • coordinates in developing management review presentations; coordinates finalmanagement approval; and validates proposals for submission.

    5.Reviewsterms and conditions of all contracts to insure compliance with all contractualand regulatory requirements, and for financial viability.

    Resolves contract interpretation disputeswith customers.

    6.Advises and assists seniormanagement on matter pertinent to the rights, prerogatives, and obligations asthey apply to both the prime and subcontracts as well as business management.

    7.Provides advice and assistance toother departments on contract terms, interpretation, and application ofsolutions to problems and procedures such as those involving overtime.

    8.AssistsContract Operations Director with thenegotiation and finalization of Teaming Agreements and Non-DisclosureAgreements, and prepares responses to FOIA requests, as required.

  • MATERIAL & EQUIPMENTDIRECTLY USED : *
  • Personal computer, Microsoft Windows and Office, printer,communications devices, and other general office equipment, to includenetworked printers, and scanners / OCRs.

  • WORKING ENVIRONMENT : *
  • Work is generallyconducted in an office environment. However, duties may occasionally involveworking outside with a potential exposure to extreme temperatures.

    Employee useof personal protective equipment (PPE) is required for some situations. PPEincludes but is not limited to head, foot, torso, respiratory, vision, andhearing protective devices.

    Must comply with all Fire and Safety Regulationsand post policies.

  • PHYSICAL ACTIVITIES : *
  • Work may require heavy lifting up, stooping,climbing, prolonged standing, prolonged sitting, and working with or in areaswhere a potential could exist for exposure to physical, chemical or biologicalagents.

  • MINIMUM QUALIFICATIONS : *
  • Education / Certifications
  • One year related experience may be substituted forone year of education, if degree is required.
  • BS / BA in Accounting, Business Administration, Management,Finance, Contracts, Acquisition, or related field.Advanced degree and / or course workdesirable.

    Additional training incontract law, FAR / DFAR, and CAS preferred.Certification by National Contract Management Association (NCMA) isdesirable.

  • Experience
  • Minimum of 8 years broad-based U. S. Government contractsmanagement experience, including experience with contract cost / pricing andproposal development.

    Have a thoroughworking knowledge of the Federal Acquisition Regulations (FAR), DoD FARSupplement (DFARS), contract law, and the RFP process.

  • Skills
  • Shouldhave a good understanding of Government procurement, Federal Governmentcontracts, regulations, and procedures, and Government operations in support ofBase Operations & Maintenance services.

    Must have strong demonstrated businessmanagement, contract negotiation, and verbal and written communicationskills.Ability to work independently orin a team environment.

    Basic level ofproficiency with MS Office software.
