Description :

Collaborate with various customers to define, coordinate and track the status of multi-disciplinary tasks and advise on management and business elements, planning and implementation.

PRINCIPAL DUTIES AND RESPONSIBILITIES :

The Program Analyst will be responsible for assisting the US Army in planning, acquiring, and managing government programs and contracts.

Key responsibilities include :

  • Provide contract management support to include invoice review and reconciliation, review of contract deliverables, and monitoring of program cost and schedule data
  • Assist in the production of earned value analysis reporting
  • Assist in the preparation of modifications to contract task ordersPerform additional contract management and acquisition activities.
  • Assist in the preparation of requests-for-proposals (including statements of work), analysis of alternatives, acquisition strategies and other acquisition related documentation.
  • Conduct studies and analyses to include program requirements, benchmarking with commercial activities, cost / benefit analysis, and technology assessments.
  • Prepare project briefings and reports. Present oral reports / briefings and recommendations to clients.
  • Prepare updates to budget justification documents for internal and external stakeholders Determine / document business processes, infrastructure changes, and necessary IT work required to support the integration of new acquisitions, implementation of new products and quality assurance program by performing the following duties : Determine what business processes, infrastructure changes, and IT work are required to support project.
  • Communication with other involved departments is essential.

    Responsible for tracking Project progress, maintaining issues / error logs, and setting meeting agendas.

    KNOWLEDGE, SKILLS AND ABILITIES

    Functional expert in defense system acquisition management / Comprehensive understanding of Government acquisition processes is strongly desired with an emphasis on program management and acquisition support.

    Bachelor's degree preferably in one of the following areas : business administration, management, financial management, information systems, computer science or related information

    technology degrees is required or equivalent experience.

    Current secret clearance or ability to obtain and maintain a secret security clearance is required

    Knowledge of Microsoft Office and project management tools including Microsoft Word, PowerPoint, Project, Excel required.

    Related software packages such as Visio, Adobe, etc. are a plus.

  • Strong time management and organizational skills essential.
  • Must be self-directed and detail oriented.

  • Key Role :

    Provide technical input to systems integration contractor's proposed technical solutions from inception to testing and post-

    implementation support. Develop Statements of Work (SOW) and other technical documentation based on functional requirements.

    Review program e-mails, coordinate PMO responses for daily operational issues, Ensure technical documentation is appropriately reviewed, stored, and maintained, gather data, and monitor performance measures, benchmarking, and quality assurance standards 2+ years of experience with Army or DoD systems.

    Responsible for coordinating project development by working with involved departments / teams; creating status reports, attending project meetings, and occasionally performing additional tasks as required by project.
